There's this famous all-girls school, and one of the girls who goes there is Takigawa Hina.

Why are there very few black characters in anime?

it's normal to not have a lot of "black character" (or in other word character with african descent) because, usually the focus of story is setting/happen only in japan, with mainly japanese characters as the center of it, which i believe is no issue to begin with.
If people by example, in US made a lot of east asian characters in their fiction for years to come then i will wonder what's actually they after.
even though US was nation that have high diversity based on race, the dominant is still white people(caucasian) and second is black people, so there are tendency to them to get more of "screen time" in many fiction (regard the fiction but yeah) for me diversity in fiction, is not all about the quantity, but also the quality.
it's not only about what people want, but also it's necessary or not to begin with.
as far as i remember, for the setting more global/universal or fantasy world alike -which allow more freedom to add diversity on it- there already lot enough characters been introduced on. Simon - Durarara!! Jennifer - Uchuu Kyoudai* Avdol - Jojo's Bizarre Adventure** Killer bee, and many character from kumogakure - Naruto Tosen - Bleach Afro Samurai etc ___________________________________________________________________ as if society keep progressing, i do think multiculturalism -to certain extent- is something inevitable but it certainly take time so there no rush for any irrational agenda to a country that live in a very monoethnic world to begin with and it's pretty weird if people so obsessed.
also it's not easy task to write, draw a story based on certain culture, ethnic, race, nationality etc, if the author didn't pretty reference or cope enough there are chance people will fall on wrong stereotypes and anime itself already have many worst example just from the few of it existence. again "black character" isn't much in anime, we agree with that, but there is no need to push for more political correctness.
A hope for more deep and good depiction that aren't just using bunch of stereotype, that will be good demand... there was one example, Mr.
Popo by Dragon ball author Akira Toriyama, yeah he was kind of alien, but that's design won’t give good impression in front of western SJW .
but we can’t accused akira toriyama or even jump as publisher as simply as racist there except case of Ignorance, but for today-so-over-progressive-western audiences it more likely take as offensive and overreacted to it. *there is certain depiction happened/implied on uchuu kyoudai for another character, one of american astronout Buddy depicted as gorilla on the segment from the anime that's been intended for kid not to mentioned there's movie titled with it Buddy (1997) Etc ------------------------------------------------------------------------------------------- this site even gone far to listed it, many character i didn't know about, ICYMI Black and brown characters in Japanese animation --------------------------------------------------------------------------------------------
